Job Description and Duties

Under the direction of the Motor Carrier Specialist (MCS) III, the MCS II coordinates and administers the operational policies and administrative details related to the Department's Biennial Inspection of Terminals (BIT) program. This includes inspections of all truck terminals and vehicles and the administrative support functions for the entire program. The MCS II develops policy for, and serves as the departmental expert on, the commercial vehicle driver Controlled Substances and Alcohol Testing (CSAT) program required by Section 34520 of the California Vehicle Code. The MCS II also supervises one Office Technician (Typing) responsible for support of the BIT and CSAT programs.

Working Conditions

This position is considered an administrative assignment ; consequently , only current CHP Motor Carrier Specialist IIs will be expected to meet the minimum 24 months duration of the assignment, and the normal maximum duration of 48 months in accordance with General Order (G .O .) 10 . 6, Field and Headquarters Assignments and Transfers Nonuniformed Employees. Extensions of Adm i nistrative Assignments may be granted.

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests . The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Fast-paced office environment requiring research into policy, statute, and regulations to conduct the functions of the position in addition to responding to inquiries from the field and industry regarding motor carrier requirements.

Strong computer skills and ability to work effectively with databases and spreadsheets; above average knowledge of departmental policies and procedures; and departmental teaching ability/experience related to commercial enforcement are also desirable. A willingness and ability to learn new duties; good attendance; punctuality; and dependability are required.
