Job Summary

The Engineering Technician is a full-time, non-exempt, and technical position within the Engineering Department and reports directly to the Village Engineer. This role primarily supports the Engineering Department through the review, inspection, and oversight of construction and maintenance activities within the public rights-of-way and on public infrastructure projects.

The typical work schedule is Monday through Friday, 8:00 a.m. to 4:30 p.m.

Job Duties

  • Review applications and plans for right-of-way and erosion control permits, ensuring compliance with Village ordinances, best management practices, and policies designed to protect and enhance Village infrastructure and adjacent properties.
  • Perform field inspections of construction and maintenance activities associated with right-of-way permits, erosion control measures, and public improvements to ensure adherence to approved plans, permits, and specifications.
  • Document inspection findings, issue correction notices as necessary, and work collaboratively with contractors, developers, and property owners to resolve compliance issues.
  • Investigate sump pump discharges, drainage issues, and right-of-way complaints to identify non-compliance with Village ordinances; follow up with responsible parties to ensure corrective actions are taken and assist with code enforcement as needed.
  • Assist engineering staff with the design and development of public infrastructure projects, including roadways, stormwater systems, sanitary sewers, and water distribution utilities.
  • Conduct sewer televising operations, including the use of CCTV equipment to assess the condition of sewer mains and laterals, and prepare comprehensive reports on findings.
  • Prepare and maintain accurate field notes, inspection reports, records, and project documentation.
  • Assess roadway pavement conditions, support the development of maintenance strategies, and assist in planning and delivering the Village's annual road resurfacing program.
  • Update Village GIS information and plans to reflect constructed improvements.
  • Develop and revise standard construction details for use in public improvement projects to ensure consistency and quality in infrastructure design.
  • Communicate effectively with the public, developers, contractors, utility companies, and governmental agencies regarding project status, permit requirements, construction activities, schedules, deficiencies, punch lists, and community concerns.
  • Leads by example and enforces all Village & Department policies and procedures, and Village codes and ordinances.
  • Perform other related duties as assigned to support the engineering and public works functions.

Physical Requirements

  • Frequent movement throughout the Village boundaries, worksites, and office environments, requiring regular standing, walking, and/or sitting.
  • Occasional activities including pushing, pulling, stooping, crouching, kneeling, climbing, lifting, and/or carrying up to 50 pounds.
  • Frequent work outdoors in various conditions, including hazardous environments, confined spaces, poor ventilation, muddy or wet areas, and exposure to weather extremes.
  • Frequent exposure to moderately loud noise levels, machinery, and moving equipment.
  • Regular operation of tools and equipment including an engineer's scale, measuring tape, calculator, concrete testing equipment, computer, phone, copier, and standard office equipment.
  • Must be able to perform essential job functions safely with or without reasonable accommodations.

Qualifications

  • Associate degree in Civil Engineering, Engineering Technology, Construction Management, or a closely related field.
  • 2+ years of experience in civil engineering, construction inspection, or a related field preferred.
  • Valid Driver's License required.
  • Strong knowledge of construction methods, materials, and public infrastructure standards.
  • Ability to accurately read and interpret civil engineering plans, specifications, and maps.
  • Familiarity with erosion control best practices and public works inspection procedures.
  • Ability to work independently, manage multiple tasks, and effectively communicate technical information.
  • Strong communication, interpersonal, organizational, and customer service skills.
  • Excellent problem-solving skills and attention to detail.
  • Familiarity with software such as AutoCAD, ArcGIS, Microsoft Office, PAVER, and asset management systems.
  • Familiarity with the State of Wisconsin Standard Specifications for Highway and Structure Construction and Sewer and Water Construction, current editions, preferred.
  • NASSCO certification (PACP, MACP, LACP) for sewer assessment preferred, or ability to obtain.
  • Ability to complete and maintain certification in First Aid and CPR within twelve (12) months of employment.
  • Certification in erosion control (e.g., Certified Erosion, Sediment and Storm Water Inspector - CESSWI) preferred, or ability to obtain within twelve (12) months of hire.
  • Ability to complete Confined Space Entry Certification within twelve (12) months.
  • Ability to complete Competent Person Certification for Excavation within twelve (12) months.
  • An equivalent combination of education, training, or work experience that provides the required knowledge, skills, and abilities will be considered.
